Overview

Regulations of the Institute

1) Commitments of the Institute


Some of the major commitments of this Institute are as followings: 1. To support and facilitate individuals and organisations to preserve promote and nurture common Buddhist ideas and with a particular focus on Tibetan Buddhism in communities of Taiwan. 2. Making various efforts to promote harmonious interactions and a good relationship between different religious groups and citizens of Taiwan. 3. Due to misunderstandings and lack of right information there is a persistent preconception of Tibetan Buddhism in the societies. We are committed to continuously explain true situation by revealing the misinformation. 4. We are also committed to transform Tibetan Buddhism to meet the urgent needs of social services such as benevolence and peace in the societies.

2) Conditions for the General Members (GM) of the Institute

Conditions for the Board Members Committee (BMC) of the Institute


The Chair of the Board Member Committee (CBMC) the Director of the Institute (DI) should be qualified of the above conditions and also elected by the Board Member Committee BMC. The conditions for the being a Board Member Committee (BMC) are as followings;  1. Associated to any faiths of Tibetan Buddhism and committed to the work of connecting Buddhist communities and developing their good relationships with each other.  2. Someone who agree with the pledges and views of the Institute and thereby committed to collaborate with the Director and Executive members for accomplishing a common goal.  3. Able to attend various activities of the Institute and well informed about the various functions and aims of the Institute.  4. Determined not to use the name of the Institute for any personal benefits.   5. Associated with a Taiwan Buddhist dharma centre or follower of any dharma teacher committed to the works of preserving promoting and nurturing Tibetan Buddhism.  6. Must be recommended by one of our Rinpoches (BMC) and with the approvals and supports from the current Board Member Committee (BMC).

1. To be a member you must commit yourself to support the work of the Institute. 2. To be a member you must be able to contribute the membership fees on time. (Instructions of how to summit membership fees are given elsewhere) 3. To be a member you must be able to respect the rules and regulations and objectives of the Institute.

Conditions and Appointing Processes of Executive Members (EM) of the Institute

1. An active follower of any sect of Tibetan Buddhism. 2. Motivated to work to promote interactions and good relationships among general Buddhist communities. 3. Adherence to the visions and commitments of the Institute. 4. Full enthusiasm to work with other Executive Members (EM). 5. Willingness to follow instructions from the leaders of the Institute including the Director and Board Member Committee (BMC). 6. Able to attend various activities of the Institute and well informed about the various functions and aims of the Institute. 7. Determined not to use by any means and method the name of the Institute for any personal benefits. 8. Must be elected with the approvals and supports of majority of Board Member Committee (BMC).

5) Executive Members (EM)


1. The Director of the Executive Members (DEM) must be elected through the approvals and supports from the majority of the Board Member Committee (BMC).    2. One third of the Executive Members (EM) must be active members of the dharma society of one of the Board Member Committee (BMC).

6) Supervisory Committee to the Executive Members (SCEM)


Supervisory Committee to the Executive members (SCEM) must be formed within the scope of the regulations of locality and evenly selected from the dharma societies of the Board Member Committee (BMC).

7) The Director of the Executive Members (DEM)


he Director of the Executive Members (DEM) must be appointed directly by the Chair of Board Member Committee (CBMC) or recommended by the Board Member Committee (BMC) with the support of the majority of the Board Member Committee (BMC).

8) The Power and Decision Making in the Institute


1. The Chair of the Board Member Committee (CBMC) has the maximum power in the Institute during that particular term. 2. Important administrative works are mostly carried out by discussions and voting among the members and the Director (DI) will make the final decision. 3. The general annual activity planning is confirmed through discussions and meetings of Board Member Committee (BMC) Director (DEM) and Executive members (EM). 4. The Director (DEM) with the Chair (CBMC) can mostly make temporary decisions and office related minor works but when there is a disagreement the Board Member Committee (BMC) have the maximum power to make decisions accordingly. 5. The activities connected to the works of the Institute assigned with equal considerations by the Director (DI) and Director of Executive Members (DEM) with the support from the majority of Board Member Committee (BMC) to the Dharma societies of Rinpoches of Board Member Committee (RBMC) should be accordingly practiced and implemented in respective dharma societies. 6. Rinpoches of the Board Member Committee (RBMC) have to select one of his students according to the respective local rules and regulations as a representative in Executive Members (EM) and Supervisory Committee to the Executive Members (SCEM). 7. Those representatives can express their opinions and suggestions regarding to any of the activities organized by the Institute. 8. Administrative works in office will be in charge and maintained by the Director of Executive Members (DEM). 9. When Director Executive Members (DEM) is absent the Deputy Director Executive Members (DDEM) will be in charge with everything. 10. Works related to the financial management and annual financial report must be implemented accordingly within the Taiwan national laws for non-governmental organisations. 11. Actions regarding Recommendation letters Bonafide certificates Respectful Reception of High Lamas and collaborations with other Buddhist communities must be informed beforehand to the Board Member Committee (BMC).

9) Duration of Board Member Committee (BMC) and Executive Members (EM)


1. Members of the Board Member Committee (BMC) are all permanent members. 2. If a member of the Board Member Committee (BMC) has violated a serious rule of the Institute's guidelines the individual member can be called upon to resign from the Board Member Committee (BMC) or if the individual member wishes to resign from the Board Member Committee (BMC) for personal issues Board Member Committee (BMC) also could grant it. 3. Chair of the Board Member Committee (CBMC) and the Deputy Chair of the Board Member Committee (DCBMC) Director of Executive Members (DEM) and Secretary will be each two-year terms.  4. Executive members (EM) and Supervisory Committee (SCEM) can serve for a second term if appropriate supports gained but more two terms is not allowed. 5. All the Board Committee (BMC) Executive members (EM) and Supervisory Member Committee (SCEM) are automatically considered as the members of the Institute and they need to meet the terms and conditions of the Institute.
